Management

The Managing Director is Mr. Raghu Palat who is a well known banker, trainer and author. Mr. Palat is a Fellow of the Institute of Chartered Accountants of England and Wales. In England he specialized in American companies and Banks. He has the honour of being the first foreigner to be in charge of the audit of the Bank of England. After a few years in industry he joined American Express Bank with whom he spent fifteen years and worked for the bank in USA and Asia. He was the South Asia head for audit and later the Senior Director in charge of strategy and new initiatives and Chief of Staff. He left the bank to set up the Indian operations of a foreign bank. He was its Chief Executive for two years. After that he left to restructure two banks in Africa. Since then he has been a consultant to banks. He also sources senior managers for foreign and Indian banks and conducts training.

Mr. Palat is assisted by a group of senior bankers and professionals.

bankingrules.com is a comprehensive compilation of laws, directives, rules and notifications of all the finance, tax, banking and commercial authorities. It has nearly 300 Acts and Circulars from over 17 regulatory bodies. In addition there are articles, tutorials, jobs available etc. that you can access.

The site is updated every day and is therefore current.

The site was launched by bankers and senior professionals in early 2002 at the behest of a large private sector bank who realized the need that their branches at different parts of the country must have access and an awareness of the latest rules and regulations as opposed to being dependant on others or corporate office advising them which could take time. This was also voiced by several consultants and professionals who needed to be aware of new regulations and peruse other rules and directives.

The home page is divided for reference into several parts.

Contents
 

On the left, is the contents - the list of circulars, notifications and laws. These are in three parts –Circulars and Directives, Acts and Regulations, and General. The General category contains Tutorials, Articles and Sections on Non-Resident Indians and Salaried Employees.

On clicking onto the category, the listing of the contents will appear. You could then choose according to the category the circular/ information that you require. We would recommend your using the search facility detailed below to access the information quicker and faster.

Circulars issued during the week
 

The circulars issued during the week are listed in the centre of the home page. This is not available on the intranet site. At the end of every week, this list would be emailed to subscribers and those on the mailing list to keep them aware of new regulations and directives. These may be accessed directly by entering your login ID and password.

If you want access to the entire site, you’d need to login. On logging in you will also get the benefit of our powerful search machine which will ease your quest for a directive/ law. As the site has an enormous amount of content, we recommend you use the search facility to filter the search.

Access
  You can access information by either clicking onto the contents or by using the search facility.
Viewing by contents
  When you click onto the contents, the subgroups in that section will appear. On further clicking it all the circulars in the section will appear along with a subject filter. You can use the filter to view the circular/ data you wish to view.
Viewing by using the search facility
 

The site has a very powerful search facility (equipped with boolean logic). Using the search facility is the best way to find the information you need. The boolean logic enables you to access information by department or by keyword. The keyword search is described in greater detail below. This is extremely powerful and we would urge you to use this.

There are following options in the search area.

Category : Default value is ‘All’. This means that if the user does not state the requirements but clicks ‘go’ the entire content in the site will be displayed. Therefore, one of the categories (RBI, SEBI, Property Law, Foreign Exchange) should be chosen.

Main group : While under circulars and directives the main category and main group would be same, for the others it would be different and the particular law should be chosen. If you want to restrict your search to one particular authority like RBI or SEBI etc, you can select these in the Main Group section and then click on the ‘GO’. This way Circulars, Notifications etc. issued by only the authority selected will be searched and the results thereof will be displayed.

Sub Group : The information has been categorized into various topics. You can choose the topic that you’d like to refer to. If you want to find only a particular type of document, like only circulars or only notifications issued by an authority, this is also possible. After selecting the main group, you can further narrow down your search by selecting the type of document in the Sub Group section. By doing this the search will be restricted to the type of document selected in the Sub Group.

Various authorities follow different systems of sub-grouping. Care has been taken to ensure that the Sub-Grouping on the bankingrules is logical and intuitive, thus helping the user to locate the desired document easily.

Period i.e Date (From --- To ----) : This helps the user to restrict the search facility to a particular time period. A calendar has been provided in both these areas. The user can select a date from ‘From’ and a subsequent date from ‘To’ and all the documents issued during that period will be searched out. The user can select the same date in both the fields and find all the documents released on any particular day. He can also use this Date search facility to find the circulars released in the last 2, 3 days or a week etc.

The default date in the calendar is current date. If the user wants to select a date from earlier periods, say 15th march 1980, he can select 15th march 2003 and then change the year to 1980 directly.

Circular No. : Most of the Circulars, Notifications etc. carry a document no. This document number very often contains the name of the issuing authority in abbreviated form. Thus all the circulars issued by Department of Banking Operation and Development, RBI have ‘DBOD’ in their circular number. It is same with Department of Banking Supervision (DBS), Department of Non-Banking Supervision (DNBS), Rural Planning and Credit Department (RPCD), Urban Banking Department (UBD), Industrial Export and Credit Development (IECD) etc.

If the user wants to see the documents issued by a particular Authority / Department only he can put these abbreviated forms in the search in the Circular No. area (e.g. RPCD for Rural Planning and Credit Department), and documents issued by that authority / Department will be searched out.

Even if any other part of circular number is put in the search area (like 60/24.76.002) which is part of a complete circular Number (DBOD.No.FSC.BC. 60 /24.76.002/2002-03), the document will be searched out. This helps the user in finding the exact documents even if he may not know the complete and exact details of the document.

Keyword : If the user wants to locate documents having a particular word, the Keyword search facility enables to do that. This is extremely powerful and we would urge you to use this.

Single word search : Let us assume that the word you are looking for is “advances” you should enter in the word section advances. This will pull out all the data in the site with the word advances in it. In addition the word advances will be highlighted.
